01The pain
About 55% of Israeli homes have no missile saferoom. In Haifa the figure is 77%, in Jerusalem 71%, in Tel Aviv 70%. Almost all of it is pre-1992 stock built before the saferoom law took effect.1,2 After the October 2023 war, the Knesset and the Home Front Command (the army body that sets civilian shelter rules) opened a fast-track path: a low-rise building can add a mamad (a reinforced-concrete saferoom) without a full municipal building permit, on a 14-day Home Front Command approval, under a temporary order.1 That temporary window closes on 25 October 2026.1 After that, every retrofit goes back through the regular permit track — months longer and costlier. The cliff is the calendar, not the engineering.
Adding one mamad to a shared building runs ₪160,000–₪240,000 today.2 The work is structural: new load-bearing columns, foundation reinforcement, and since 2024 an NBC filtration unit (an air filter that strips out nuclear, biological and chemical contaminants) for the Form-4 occupancy permit a municipality issues when a building meets the safety code.5 A small renovation contractor cannot do this. Demand is already enormous: the vaad bayit (the building's residents' committee) needs 60–75% owner consent to start, and Home Front Command-listed retrofit firms are quoting waitlists into 2027.2,3 The pain runs adjacent to the TAMA 38 urban-renewal sunset already on this site — same country, different statute, the same arithmetic.
