Veterinary · South Korea · Vet-fee disclosure cliff

4,000 clinics on a public scoreboard: South Korea's 2026 vet-fee disclosure cliff.

Under the revised Veterinarian Act every South Korean animal hospital — two-vet practices from January 2023, every one-vet clinic from 2024 — must publicly post prices for 20 mandated categories (first visit, follow-up, blood test, X-ray, hospitalization, vaccines, and more) and verbally tell the owner the expected cost of any major procedure before starting. The Ministry of Agriculture, Food and Rural Affairs (MAFRA, the farm and food ministry) runs a public comparison website that breaks fees down by region with average, median, minimum, and maximum values. On 16 March 2026 the Korean Veterinary Medical Association (KVMA, the country's professional vet body) opened a tender to survey every one of the ~4,000 clinics for the 2026 cycle and upgrade the portal's admin system. Miss the posting deadline, get a correction order; ignore that, pay up to ₩900,000 (~$650); ignore the cease-and-desist, lose your licence to operate for up to one year.

01The pain

Two of ten. That is how many vet clinics in Seoul's Jongno and Yongsan districts complied with Korea's advance fee-disclosure rule when surveyors knocked in early 2024.1 The mandate started in January 2023 for two-vet practices and rolled to every one-vet clinic in 2024 — about 4,000 small animal hospitals nationwide.1

Each clinic must publicly post prices for 20 categories (first visit, blood test, X-ray, hospitalization, vaccines) and verbally tell the owner the expected cost of any major procedure before starting.1 The Ministry of Agriculture, Food and Rural Affairs (MAFRA, the farm and food ministry) runs a public comparison website that breaks fees down by region with average, median, minimum, and maximum values, refreshed by an annual survey.2 On the same scoreboard a 5-kilogram dog's first checkup runs from ₩1,000 (~$0.70) to ₩65,000 (~$45). That 65× gap drives consumer pressure back into more enforcement.3

On 16 March 2026 the Korean Veterinary Medical Association (KVMA, the country's professional vet body) opened a tender to survey all ~4,000 clinics and upgrade the disclosure portal.2 Miss the posting deadline, get a correction order; ignore it, pay up to ₩900,000 (~$650); ignore that, lose the licence for up to a year.1 In November 2025 the ministry began consulting on a standardized fee model for public clinics, a step closer to price control.3 The KVMA calls the regime "regulation only, no support" (지원 없이 규제만).2

2 in 10 Seoul clinics compliant. 65× fee gap on the public scoreboard. March 2026: every clinic surveyed.1,2
Small one-vet clinics absorb the full burden — twin data entry, an ongoing verbal-disclosure workflow with no template, and a public scoreboard that rewards the biggest discount chains. — South Korea · Veterinary forum threads · 2023–2025

02Who solves this today

Korean vet-clinic software vendors a 1-vet or 2-vet practice can buy today. The four below are the verifiable EMR (electronic medical record) and PMS (practice-management system) homepages for the Korean vet niche; each was WebFetched on the date of writing and shipped with verbatim Korean self-marketing. Notable gap: none of the four publicly self-markets a MAFRA-portal sync or a one-click 사전고지 (verbal pre-disclosure) consent-slip feature on its homepage as of this fetch — the dual-data-entry workflow the regime created remains an operator-side hand-build. Inclusion is not endorsement.

Self-marketed verbatim as "대한민국 동물병원 EMR 1위" ("Korea's #1 vet-clinic EMR") with the tagline "인간과 동물의 조화로운 삶을 추구합니다" ("pursuing harmonious life between humans and animals"). On-premise IntoVet GE plus a SaaS IntoVet Cloud; ~2,000 clinics on file. No MAFRA-portal-sync or 사전고지 feature surfaced on the homepage.
intocns.com
Self-marketed verbatim as "동물용 영상장비 및 진단 솔루션 전문 기업" ("specialist company in veterinary imaging equipment and diagnostic solutions"); e-Friends presented as "국내 최초 동물병원 EMR" ("Korea's first vet-clinic EMR") and rolled to a cloud chart. Imaging + EMR + PMS stack. No MAFRA-portal-sync or 사전고지 feature surfaced on the homepage.
woorien.com
Self-marketed verbatim as "기록만 하던 차트에서 매출을 만드는 차트로" ("from a chart that only records to a chart that generates revenue"); Seoul Veterinary Association partner; named "Baby Unicorn" in a 2024 government innovation list. EMR + CRM (PlusPet) + AI consult-transcription stack. No MAFRA-portal-sync or 사전고지 feature surfaced on the homepage.
vetching.cc
Self-marketed verbatim as "대한민국 NO.1 동물병원 연합" ("Korea's #1 vet-hospital alliance") with CLAiR Health Checkup positioned as "모두를 위한 건강검진 시스템" ("a health-checkup system for everyone"). CLAiR EMR + AI checkup + VET HONORS alliance. No MAFRA-portal-sync or 사전고지 feature surfaced on the homepage.

The four vendors above were the verifiable Korean vet-software floor. Operator-side gap: none of the four publicly self-markets a MAFRA disclosure-portal sync nor a one-click 사전고지 consent-slip feature on its homepage as of this fetch — the dual data-entry workflow the regime created remains the operator's hand-build. Named ministries (MAFRA), trade bodies (KVMA), and press outlets (Korea Herald, Dailyvet, Aju Press) are referenced in §01 as cited public-record sources, not as solution providers.
