On 24 April 2026 South Korea's amended Tobacco Business Act took effect. Synthetic-nicotine liquid e-cigarettes — until that day a roughly ₩1.6 trillion tax-free category — are now legally tobacco. The Ministry of Health and Welfare counts about 4,000 specialty retailers; roughly 60% lack the local-authority designation (담배소매인, tobacco-retailer designation) the Act now requires. A ₩1,799/ml liquid tobacco-consumption tax — about 3.6× the next-highest jurisdiction in the world — pushes a 30ml bottle from ₩20–30,000 to roughly ₩90,000. Online sales are banned outright; physical sales get a two-year grace at half tax; retailers must sit at least 50 metres from any other tobacco retailer.
01The pain
₩90,000. That is what a 30ml bottle of e-cigarette liquid now costs in Seoul. The same bottle sold for ₩20–30,000 a few weeks earlier.1 The tax bill on the bottle alone is about ₩54,000.2
On 24 April 2026 the amended Tobacco Business Act took effect. Synthetic nicotine, untaxed and lightly regulated since the 1988 law, is now legally tobacco.3 The Ministry of Health and Welfare counts about 4,000 specialty retailers; roughly 60% lack the local-authority designation (담배소매인) the Act now requires.1 Without it, every bottle sold from 24 April is illegal tobacco distribution. A 1ml liquid tobacco-consumption tax of about ₩1,799 sits on top of price, about 3.6 times the rate anywhere else.2 Online sales are banned outright. Physical sales get a two-year grace at half tax. Retailers must also sit at least 50 metres from any other tobacco retailer.2
Kim Kyung-hee, 43, runs a vape shop in Seoul's Seongdong district. She told reporters in early January: when taxes apply, wholesale prices rise, and operators end up buying high and selling low at a loss.2 A small Seoul operator quoted in early February said he would liquidate stock and close.3 Inspectors found 200 of 241 unmanned vape shops with no external age-verification device at the entrance.4 The Korean Electronic Cigarette Industry Association forecasts "massive restructuring" once the grace period ends.1 Two thousand shops are racing one application clock.
