Shopee removed the R$100 commission cap. Small Brazilian sellers now keep R$13.92 of a R$42 order.

On 1 March 2026 Shopee Brasil rewrote its seller-fee table. The R$100 ceiling on per-sale commission was scrapped. The per-item fixed fee — what used to be a flat R$4 — now climbs to R$26 on items above R$200, a jump of 300% to 550% depending on price band. On items under R$80 Shopee now keeps a flat 20% commission plus R$4. Free-shipping enrolment, previously optional, is now compulsory. Mercado Livre raised its own commissions in the same window. The two-marketplace duopoly serves more than two million small Brazilian sellers (CPF — individual taxpayers — and PJ — registered micro-companies), with no realistic place to migrate. From 1 January 2027 a second wave arrives: under Complementary Law 214/2025, the marketplaces themselves will withhold IBS (the new state-and-municipal value-added tax) and CBS (the new federal value-added tax) on every third-party sale.

01The pain

On 1 March 2026 Shopee Brasil rewrote its seller-fee table. The R$100 ceiling on per-sale commission was scrapped. The per-item fixed fee, once R$4 flat, now climbs to R$26 on items above R$200 — a jump of 300% to 550% depending on price band.1 On items under R$80 Shopee keeps a flat 20% plus R$4. Free-shipping enrolment, previously optional, is now compulsory and pushes another ~6% onto small-ticket sales.2

Mercado Livre raised its own commissions in the same window. The duopoly serves more than two million small Brazilian sellers, both CPF (individual taxpayers) and PJ (registered micro-companies). There is no third marketplace of comparable reach to migrate to.3

On a R$42 sale a small Shopee seller now receives about R$13.92 — the platform keeps more than 30% of revenue before packaging and transport.5

A second wave arrives on 1 January 2027. Under Complementary Law 214/2025, the implementing law for Brazil's Reforma Tributária (the country's tax-system rewrite), marketplaces become jointly liable for IBS (the new state-and-municipal value-added tax) and CBS (the new federal value-added tax) on third-party sales. The platforms will withhold both taxes directly out of the seller's payout under the "split payment" regime.4 The customer-acquisition gatekeeper now also holds the seller's tax pen.
