01The pain

The owner of a pressure-vessel shop in Volgodonsk (the southern Russian city where Atommash, ROSATOM's biggest reactor-equipment plant, assembles reactor pressure vessels) needs eight PNAE-attested welders to bid for the next Tier-2 supply contract. PNAE-attestation (the federal certification for welders on nuclear hazardous-production facilities, run by NAKS, the National Welding Control Agency, under NP-104-18 and NP-105-18 rules) is the gate. By Monday, two of his welders have signed 140-day rotations in Bangladesh on the Rooppur nuclear-plant build. One is leaving for El-Dabaa in Egypt. The rest want a 60% raise the shop cannot fund.⁵
