Russia's nuclear-supply shops can't keep welders. Rosatom's Bangladesh site pays double.
Median offered wages for welders in Russia hit ₽267,300 a month in January 2026, up 126% year on year, with three to four vacancies for every applicant. ROSATOM's own foreign nuclear builds — Rooppur in Bangladesh, El-Dabaa in Egypt, Akkuyu in Turkey, plus the Tianwan and Kudankulam expansions — recruit Russian PNAE-attested welders directly onto 140-day rotational packages paying ₽200,000–₽350,000 a month plus bonuses. The Tier-2 and Tier-3 supplier shops feeding ROSATOM's domestic equipment plants — Atommash in Volgodonsk, ZiO-Podolsk near Moscow, Petrozavodskmash in Karelia — cannot match the package, and lose the welders they need to bid for the next contract.
01The pain
The owner of a pressure-vessel shop in Volgodonsk (the southern Russian city where Atommash, ROSATOM's biggest reactor-equipment plant, assembles reactor pressure vessels) needs eight PNAE-attested welders to bid for the next Tier-2 supply contract. PNAE-attestation (the federal certification for welders on nuclear hazardous-production facilities, run by NAKS, the National Welding Control Agency, under NP-104-18 and NP-105-18 rules) is the gate. By Monday, two of his welders have signed 140-day rotations in Bangladesh on the Rooppur nuclear-plant build. One is leaving for El-Dabaa in Egypt. The rest want a 60% raise the shop cannot fund.5
Median offered wages for welders in Russia hit ₽267,300 in January 2026, up 126% year on year, with three to four vacancies per applicant.1,2 ROSATOM's foreign EPC (engineer-procure-construct) megasites recruit PNAE-attested welders directly onto rotational (vahta, the Russian term for fly-in fly-out shift work) packages paying ₽200,000–₽350,000 a month plus bonuses: Rooppur in Bangladesh, El-Dabaa in Egypt (now the world's largest nuclear construction site, 25,000+ workers), Akkuyu in Turkey, plus the Tianwan and Kudankulam expansions.3,4 Tier-2 and Tier-3 suppliers (the smaller forging, machining and pipework shops feeding Atommash, ZiO-Podolsk and Petrozavodskmash, the three ROSATOM equipment plants) cannot match it.
Attestation does not stay valid. Welders re-pass NAKS exams every 24 months; welding technologies re-attest every 36–72 months. The shop keeps paying training fees on a shrinking roster. Without the roster, it loses the bid.6

02Who solves this today
Four Russian providers that publicly market into the wedge Tier-2/3 nuclear-supply shops reach for when the roster is bleeding: NAKS-accredited welder training and attestation centres on the certification side, and an industrial recruitment / staffing platform on the placement side. Coverage is honest-thin: Russia-specific managed-roster SaaS aimed at SME nuclear shops barely exists — Western HR-tech is blocked under sanctions, and the local market is mostly regional training centres plus large generalist job boards. Each homepage was fetched live on the date of writing. Inclusion is not endorsement.
Honest gap note: a Russian software-as-a-service product that combines NAKS-attestation-prep training, monthly compliance retainer for SME nuclear shops, and vahta-placement broking under one roof does not appear to exist. Western HR-tech (LinkedIn Talent, SAP SuccessFactors, Workday) is blocked under post-2022 sanctions and is not listed. Russian generalist job boards (HeadHunter / hh.ru, SuperJob, Rabota.ru) and rotational-work portals were considered but dropped on relevance — they list welder vacancies but do not sell SME shops the managed-roster or attestation-prep service the wedge above describes. NAKS itself (naks.ru) operates the attestation system and is the regulator; not listed as a vendor. Probed and dropped (each WebFetched on the date of writing): vahta-rabota.ru, gorodrabot.ru, vahtav.ru, vahta.io (all unreachable / 403 / DNS-fail from our fetcher — consistent with the geo-blocked-from-outside-RU TLS reachability problem the catalogue has hit on prior Russia pages).
