Korea's customs-code theft tripled in a year — forwarders eat the loss.
In May 2025 Korea Customs Service (KCS, the agency that clears every import) logged 7,342 reports of stolen Personal Customs Clearance Codes — Korea's nine-digit recipient ID for personal imports — against just 2,233 in May 2024. That is a 3.3× year-on-year jump. Chinese organised-crime rings have been buying or scraping these codes (called 개인통관고유부호 in Korean, abbreviated PCC) and slapping them on counterfeit-goods parcels routed through small Korean bonded warehouses. The cost lands on the forwarder: parcels sit in bonded space when the rightful holder refuses delivery, customs broker fees come back as chargebacks, and KCS's own response — annual PCC renewal from 1 January 2026 and zip-code verification from 2 February 2026 — forces every legitimate forwarder to re-confirm every customer each year, or watch shipments freeze mid-transit. The squeeze lands hardest on Korea's thin-margin pool of 배송대행지 (bonded forwarders), 구매대행 셀러 (cross-border resale sellers) and small-importer wholesalers.
01The pain
A small parcel forwarder in Incheon opens a Clien thread and finds her warehouse name pinned to a stolen-code complaint she had nothing to do with.3 The recipient on the label is real. The address is somewhere else. This is the routine now in Korea's cross-border parcel trade.
Korean parcel forwarders (called 배송대행지, bae-dae-ji: the bonded warehouses that receive a Korean shopper's overseas parcels and re-ship them home) and cross-border resellers (구매대행 셀러) run on a single nine-digit Personal Customs Clearance Code (개인통관고유부호, "PCC") tied to each recipient. Chinese organised-crime rings buy or scrape PCCs and stick them on counterfeit-goods parcels routed through small bonded warehouses.
