When a Korean restaurant closes, the food wholesaler eats ₩50 million.

South Korea logged more than 1 million business closures in 2024 — a record, per the Korea Development Institute (KDI, the government's economic-policy think tank). Most were small restaurants and shops. The unpaid food-and-drink bills land one rung up the supply chain. Food-ingredient wholesalers (식자재 도매상 — the firms trucking vegetables, ice cream and soju to canteens and street-level restaurants on monthly credit), livestock distributors (축산물 유통업체) and beverage suppliers now sit on receivables they cannot collect. A Gimhae operator profiled by Heraldcorp is owed about ₩50 million (≈ $36,000) across fifteen closed restaurants; a Cheonan livestock wholesaler told Dispatch in March 2026 he is owed ₩64 million by a single sundae-gook (Korean blood-sausage soup) chain. The court process meant to help honest debtors — personal rehabilitation (개인회생) — wipes the obligation to single-digit cents on the won.

01The pain

Mr Huh, 49, runs a food-distribution business in Gimhae, on Korea's south coast.1 He is owed about ₩50 million (≈ $36,000) across fifteen closed restaurant customers. He sent daily payment-request texts, filed a self-litigated small-claims suit (Koreans call it 나홀로소송), won a court order, hired a credit-information agency. Nothing came back. He opened a personal overdraft to keep his trucks running.

South Korea logged more than a million business closures for the first time in 2024 — a record, per the Korea Development Institute (KDI, the government's economic-policy think tank).2 Food wholesalers bill once a month because per-delivery invoicing is too laborious; when a restaurant closes mid-cycle, a month of inventory is gone and the supplier becomes the involuntary financier. A debtor who then files for personal rehabilitation (개인회생, Korea's court-supervised debt-restructuring process for individuals) can erase the obligation to single-digit cents on the won.5

In March 2026 the pattern hit national television. A Cheonan livestock wholesaler told Dispatch he had supplied pig heads, intestines and trotters to a sundae-gook (blood-sausage soup) chain promoted by a TV actor from November 2023 through May 2025. By mid-2025 the unpaid balance was ₩50 million; by January 2026, ₩64 million.3 The chain said it had paid its intermediate trader. The intermediate trader said no payment came. Seoul Shinmun saw the same cascade in other foodservice supply chains by April 2026.4
