בישראל יש כ-10,000 משרות מטפלים בבתי האבות הסיעודיים המורשים (מוסדות לקשישים תשושים), וכ-5,000 מהן עומדות ריקות. רשות האוכלוסין וההגירה — הרגולטור להגירה בישראל — מנפיקה אשרות מטפלים זרים רק לטיפול ביתי אחד-על-אחד בקשיש ששמו מצוין באשרה, ולעולם לא לעבודה במשמרות בבית אבות מורשה. המפעילים לא יכולים לאייש את המשמרות כחוק. אוכלוסיית בני ה-75 ומעלה צפויה להכפיל את עצמה מ-400,000 ל-800,000 בתוך עשור.
01 הכאב
מנהל בית אבות במרכז הארץ רואה את אותה תמונה כל יום שישי. שלוש מטפלות מאיישות מחלקה שתוכננה לארבע. דייר זקוק להרמה בשני אנשים — שתי המטפלות הפנויות נכנסות אליו. דייר אחר נופל בצד השני של המחלקה. תשע דקות עוברות עד שמישהי שמה לב.
בישראל פועלים כ-200 בתי אבות סיעודיים מורשים (מוסדות לקשישים תשושים), עם כ-27,000 דיירים וכ-10,000 משרות מטפלים. כ-5,000 מהן עומדות ריקות. דודו מזרחי, מנכ"ל דנאל (חברת כוח האדם הסיעודי הגדולה בישראל, נסחרת בתל אביב), מעריך את המחסור הארצי ב-8,000. אוכלוסיית בני ה-75+ מכפילה את עצמה מ-400,000 ל-800,000 בתוך עשור.1
הכאב הוא בחוק, לא בשכר. רשות האוכלוסין וההגירה מנפיקה אשרות מטפלים זרים רק לטיפול ביתי אחד-על-אחד בקשיש ששמו מצוין באשרה, ולעולם לא לעבודה במשמרות במוסד.2 מטפלים זרים רבים חזרו לארצותיהם אחרי 7 באוקטובר 2023, וההחלפות נחנקות בידי המתנה של 90 יום מצד הרשות ואגרת מעסיק שנתית של כ-10,000 ש"ח (כ-2,500 אירו).3 נחי כץ, מנכ"ל איגוד קדים (איגוד המאגד למעלה מ-200 מוסדות סיעודיים), אמר שהענף "לא יכול להסתמך על פלסטינאים" גם הוא. את הפער המפעילים אינם רשאים לסגור בעוד מטפלים. הקנייה האמיתית היא ציוד שמוציא שעות מטפל מסידור העבודה — רדאר שמזהה נפילות, מנופים שמרימים דייר בעזרת איש צוות אחד, ומיטות שמזעיקות את הצוות ברגע שמישהו מנסה לקום.4
